This quote from the article sums up the problem: "No one keeps track of the numbers of abandoned pets, but anecdotal evidence suggests that forsaken animals are becoming a problem wherever foreclosures are climbing." Like so many, this is a problem of multiple layers: people forced into foreclosure for any number of reasons, the all-too-prevalent "no pets allowed" housing issues, and so on.
