This is a bad idea.
Yes, of course, spaying/neutering your pet is the right thing to do, no argument there.
But the decision on **when** to do it is something that has to be decided by you and your vet. The government has no business picking a random number of days/weeks/months and making that the law. This type of law can do far more harm than good!

I agree. The when should be up to you and your vet. Some vets do not spay/neuter until an animal is 6 months old. Does this law mean that the vets are forced to do it sooner then they want to? Or, does it force the vets to loose a client who has to go to a vet willing to spay that young?
The way it's written it sounds like you have to do it by 4 months or face penalties, but for some dogs 4 months may be too early..
There are some exceptions, for example, guide dogs and competing animals.
